What is Organized Stalking?

This page is intended to help visitors as well as those suspecting that they may be targets of Organized Stalking and Electronic Harassment to learn more about these two crimes so they may help themselves and others around them more.

    1. What is Organized Stalking?

      Organized stalking is the covert harassment of an individual or individuals (called a Targeted Individual) by a criminal group of people intended to give that person the message that they are being stalked (watched) yet limit or prevent that person's ability to identify a single perpetrator. It is committed by a group of people, usually more than five persons, for a specific purpose, (mostly malevolent) however these groups will frequently masquerade as "concerned citizens" or a community watch group. Though there are many criminals within stalking groups, not all who are within these stalking groups are aware that they are committing crimes, some may not even know the true purpose of a stalking group. 
      Though some may believe these groups, especially vigilante groups, may be doing this as part of a "good cause" and the bulk of these groups will portray themselves as "public benefactors" attempting to keep the community safe from suspected criminals, in reality this is a huge front and an even bigger, more deceptive lie. One lie some may recognize is that of the "investigation." Some will approach uninvolved individuals (a member of the generally unaware public) to "recruit" them under the guise of the target of the harassment being a person under "investigation" for a suspected crime and this "community watch group needs your assistance." All are further from the truth. Organized Stalking is, in truth, very illegal criminal activity involving illegal surveillance, illegal stalking, a long list of crimes committed in the commission of Organized Stalking, and, in most cases, involves the use of electromagnetic harassment/assault against targets of these crimes. Also these crimes include gross violations of the targeted persons privacy, it involves slander, lies, rumors, physical assaults, sabotage, etc.


      Other names Organized Stalking is known by:
      1. Cause Stalking
      2. Street Mobbing
      3. Terrorist Stalking
      4. Community-Based Policing  (not as you might normally know it. This one is more vigilante, outside the actual assistance of authority figures)
      5. Community-Based Harassment
      6. Gang Stalking  (a slightly misleading term---it is not meant to be taken as "gang" as most normally understand the term, as in street gangs like the Mafia or a neighborhood street gang, but "gang" as in a group of people together for a purpose, such as cult groups)
      7. Community Mobbing
      8. Vigilante Stalking
      9. Organized Stalking
      10. Group Stalking
      11. Multiple-Stalkers  
      12. Covert Harassment 
      Terms used to refer to these criminal groups:
      1. Perps: short for Perpetrators, meaning the perpetrators/the criminals who commit the crimes of Organized Stalking and Electronic Harassment. This term is not generally used in public forums offline but is most commonly used by crime victims and other aware individuals to name these criminals when networking online. A criminal is a criminal, we prefer to refer them as criminals as any other would be, regardless of the crime.
      2. Vigilante Group
      3. Citizen Informants
      4. Snitches (not as commonly known as in "tattle-tails" for example. More specifically those who would sell information to a corporate body, government snitches, etc. that may very well be lies, for their own personal gain. Not to be confused with whistle-blowers, who expose corruption that is harming other individuals and groups).
      5. Criminals (it's not uncommon for criminals, in exchange for not being "given up" for the crimes they have committed but maybe not as of yet prosecuted for, to be blackmailed into participating. Though all are criminals and not all are blackmailed but instead willingly participate.)
      6. Group stalkers
      7. Predatory stalking



      You may be a victim of Organized Stalking if:
      • You sense you are being watched and followed everywhere you go.
      • You notice consistently rude behavior from people you don't know for no apparent reason.
      • You hear excerpts from conversations you had in the privacy of your home coming from people around you.
      • You feel that those around you have access to your thoughts. (This is not hearing voices, this is a proven to exist, currently in use type of Electronic Harassment, illegal by federal and state law technology known as Microwave Auditory Effect, also know as Synthetic Telepathy/Voice-To-Skull technology.       • Your relationships and friendships all become distant or strained for no apparent reason.
      • You have problems on the job where groups of people are plotting to have you terminated, also known as workplace mobbing.
      • Your business deals consistently fall through for no apparent reason.
      • You experience vandalism on a regular basis.
      • You notice that your things are not in the same place you left them when you left home or some small items may be missing. (Known as physical gaslighting)
      • You experience frequent car repairs.
      • You experience frequent appliance or electronic malfunctions.



      2. How common is Organized (Group, Multiple Individual) Stalking?

      To get a good idea of how common it is in the United States of America, let's take a look at data collected in a survey on Stalking Victimization completed by the United States Department of Justice. According to the Stalking Victimization in the United States statistic by the US Department of Justice, on Appendix Table 3 (click here to see document from USDOJ website. If link is broken, click here), the number of stalking offenders perceived by victim, out of the 3,398,630 victims surveyed on this table, 18.2% stated two, 13.1% three or more, and 6.5 number of stalkers unknown. ***Note: Table excludes 0.7% of stalking victims due to missing data.*** Using this figure, here I won't include the 18.2% that stated two stalkers (bear in-mind though organized stalking involves more than one perpetrator).




      of the 13.1% figure alone, 445,221 (rounded) of those surveyed stated three or more stalkers. This is very characteristic of Organized Stalking (again, organized stalking is committed by more than five people). Adding on the percentage of 6.5% of those who marked "unknown number of stalkers" (which alone is 220,910.95 victims who did not know how many perpetrators were stalking them, again very characteristic of Organized Stalking, repeating above the perpetrators attempt to limit the ability of the target to identify a single perpetrator by using several perpetrators), which here it may be reasonable to state that at a minimum there where too many stalkers, according to this particular survey, for those surveyed to accurately count. However adding them together (13.1% + 6.5% = 19.6%) that is 666,131(rounded) out of 3,398,630 US citizens reporting to be stalked by three or more stalkers in this particular portion of the survey. Whether you dis-include the statistic of 6.5% of stalking victims being unable to give a clear number of how many perpetrators were stalking them, the 13.1% alone means 445,221 out of 3,398,630 victims of stalking reported being stalked by three or more people. Bear in mind also, this statistic from the US Department of Justice are within the United States ALONE. Organized stalking is a problem within every industrialized nation on this planet. Another good point to keep in-mind: these are the victims that were surveyed. It does not take into account how many other victims in the United States are victims of multiple stalkers. Another statistic that is characteristic of organized stalking is in Appendix table 7 (click here to see on US Department of Justice Website. If link is broken, click here). Victims’ perceptions of whether stalking
      had stopped and reasons it stopped. When you look on the appendix table 7 on pg. 13 of the document, turn your attention to the figure of 36.3% of victims surveyed on Appendix table 7, here it is stated that the victims who were being stalked that this criminal stalking was on-going. For most victims, organized stalking continues for the rest of a victims life. There are instances were the stalking seems to stop. Some targets never learn why the stalking began (in truth, there is no single reason, anyone can become a target, including the perpetrators of these crimes) and for those who see it suddenly stop, they almost never learn why it stopped neither. The table holds more information as to why stalking stops. Some reasons fit for targets of organized stalking but as of time of writing there is no way to know for sure. Many targets have sought many of these means for the stalking to stop. Again for some it just ends one day and the reasons are never clear. So here I will focus on the statistic that is very characteristic of the plight of targeted individuals, most of for whom the stalking does not stop. In this figure 36.3% state that the stalking is on-going. Again to add a note from the table figure Note: ****Table excludes 0.6% of stalking victims due to missing data. Details
      sum to more than 100% because multiple responses were permitted.




      So here 3,404,110 targets of stalking are surveyed in this figure. Again here we are going to use the last figure of the Appendix 3 Table figure of 13.2 percent stated that they are targeted by three or more perpetrators of stalking. Taking that 13.2% figure, out off 1,234,330 of those in this part of the survey for home the stalking is on-going in Appendix table seven,  162,932 (rounded) stalking victims of those who state three or more perpetrators are involved from Appendix Table 3, the stalking is on-going. Again this is within the United States ALONE. And these are of those who were actually surveyed. It does not take into account those who have not been for many reasons. From these statistics you can see that there, within our own government survey that they are aware of victims of stalking that have more than three perpetrators committing the crime of stalking, and for many victims of stalking, the stalking continues. To reiterate here, when we say Organized Stalking, it is to mean a group of people stalking an individual (also known as Group Stalking, no pun intended), and here it is clear that it is known about within our own Department of Justice. Now these stalking statistics speak clearly of Organized Stalking.

      3. What is the purpose of Organized Stalking?

      These are a series of videos from both mainstream media, alternative media, and citizen sources that generally explain what Organized Stalking is, at least at the current level of public awareness.       As to the ultimate purpose of Organized Stalking and Electronic Harassment, this is a question that has a complicated, multilayer-ed answer, one you will have to come to and draw your own conclusions via some research. There are reasons for it's existence on the local level, reasons criminals and un-aware individuals become a part of these stalking groups, reasons for it's existence as to the true purpose of it, etc.
      It is far more important to us that these crimes cease at the local level as this is a major source of this crimes strength (the more people aware of it, the less likely it can continue to operate on any meaningful level). If you would like to view current theories, facts, opinions, and evidence as to what may be the true purposes of these crimes, we will create a section on this soon.

      What we can begin to explore, however, is the reasons they are committed at the local level, reasons individuals engage in these criminal cult-like groups, and what can be done about it at the local and possibly state as well as federal level.


      There is no such thing as a "well-intentioned" stalking group, whether they call themselves a vigilante group, cause group or not.  By that, I mean one that attempts to benefit the community rather than serve selfish organized crime purposes, which appears to be the ultimate purpose of all of these groups. One thing I would like to note though that is there is such a thing as perpetrators of these crimes who have been coerced into participating, blackmailed into participating, as well as members of the stalking group who do not know that the lie of "seeking justice" is in fact NOT the purpose of the group. Careful observation by a victim of these crimes as well as an aware, (though not targeted) person may reveal that there are indeed those who has been lied to, coerced, blackmailed, etc. to gain their cooperation in participating within these groups. It is usually their actions that reveal this, and those who learn the truth, if they have the integrity to leave the group as a result of learning the truth, they do. I would also like to add that because there are those who are blackmailed or coerced into participating, it should be noted that some do not always have an easy means to leave these stalking cult-like groups without suffering some form of retribution (one obvious form of retribution is this person may become targeted themselves). We are currently develop resources for those who fall into the categories of "blackmailed, coerced, or lied to (but still fear retribution either legal consequences as well as consequences of leaving the group) and want to leave these cult groups. There are, too, instances where targets do notice that former perpetrators do not harass them anymore and some even become friendly. So whether it is easy to leave a group after learning the truth or not depends upon the circumstances of the group itself. However for those who are targeted, don't get your hopes up. And yet don't lose hope. For those who wish to leave these cult-groups while suffering hopefully none, yet if any, only minimal repercussions for having done so, we are working on ways in which you may do this.
        To illustrate further how easy it is to lie to a stranger in order to coerce them into committing illegal acts simply by being approached by a person that is seemingly an authority figure, I invite you to view the following short video clips.       A lot of perpetrators of these crimes will fall into the category of those who were manipulated by the criminals to gain their cooperation. Obviously that cooperation was gained by lying to this uninvolved member of the public, by the criminal group who knows this is not about pursuit of justice. Again people have been lied to in order for the real criminals to gain their cooperation. Some motivations for those who do know it is not about pursuit of justice, can be as criminally typical, yet as dangerous as financial incentive to commit these crimes, as petty as revenge, etc, though that is more so the motivations for criminals to participate in the group rather than the true purpose of Organized Stalking and Electronic Harassment. It is also important to note that though most will spout the target is under investigation, most perpetrators of these crimes do not know the Target personally, most are strangers to the target, and most of what these criminals claim they know of the target are at a minimum second-hand knowledge and at the very least, lies built upon lies.Very few who stalk the target knew the target on anything more than a very superficial level, such as neighbors who do not personally know anything about each other other than they live in the same neighborhood and nothing else. To gain an understanding of what motivates some stalkers, which may be different than something such as financial incentive, I invite you to consider the following below.

      "Finally the fourth type of stalking in the Sheridan and Boon (2002) taxonomy, sadistic stalking, comprised 12.9% of their sample. This construct looked at the victim in particular, identifying the victim as someone worth "spoiling" (Sheridan & Boon, 2002), and as someone who would not understand why they were targeted. "The target and stalker began as low-level acquaintances, but eventually the stalker's motive is to frighten or demoralize the victim. For example, the stalker might reorder or remove private papers, or leave notes inside the victim's car, leaving the victim with some evidence that the stalker has had contact with their personal property. "As the behavior progresses, the stalkers attempt to take full control of the victims' lives. Their behavior may include implied threats (e.g. pictures of tombstones) and sexual communications that intimidate or humiliate but would avoid directly pointing to the perpetrator. "There may be reprieves from the behavior, which may later resume after a hiatus. These types of stalkers may work hard to defy police."




      A good example of people who meet these characteristics is Anti-Social Personality persons as well as Sociopathic/Psychopathic persons. (I want to note that despite what media may show you otherwise, upon further research most who fit these two personality types are not the equivalent of the stereotype noted in the movies "American Psycho" [Christian Bale's character] and Glenn Close's character in "Fatal Attraction]). Though most perpetrators, in my opinion, are not of these personality types, it is very likely you will see these personality types within these cult-like Organized Stalking groups. No matter the personal motivations for participating in a group, any reason can be used to participate and justify the participation of the group, even by using lies to justify the groups existence.

      To continue from above, most targets of Organized Stalking and Electronic Harassment dot not know, and should not expect to find out, the specific reason for their being targeted in the first place. In truth, it can begin for any reason, even as simple as being in the wrong place at the wrong time, an associate with the cult-like criminal group spots you and wants to have you targeted. Another motivation for the targeting that reveals it is not about pursuit of justice, as you may find with single stalking cases, can be "revenge." There is no one specific reason for someone to be stalked. It is recommended that victims of these crimes never dwell on or look for the original purpose of why they are targeted. In reality, it is more likely you will never find out. One major characteristic of this crimes is that it is built on one lie after another. There are people within these stalking groups that become well aware that the official lie is in fact a lie, and yet will remain within the stalking group. There are many incentives for some to remain, some may not make sense and yet it does occur. One example is though learning the lie is officially a lie, an individual may remain with a group as a way of "bonding" with others. Think of it in the way a teen in high school thinking of leaving a group of superficial bullies who frequently bully and "powertrip" on their fellow classmates remains with a high school clique despite realizing the real face of the clique, simply to feel like they are with the "in-crowd." Other motivations for remaining in these stalking groups may even be the addiction to the power one may feel with getting away with these illegal acts. Another reason targets may never learn the reason for their targeting is those who participate are forbidden from telling the target of the reason. And because these crimes are built on one lie after another, the original lie circulating within a stalking group actually does not matter much in terms of justification---a new more exciting lie can be put in its place. So there is not one clear cut purpose to Organized Stalking. It can be revenge, it can be financial, it can be for a cause (malevolent), it can be for the opportunity to abuse superficial power obtained, it can be for any reason. Why it began can depend on the circumstances the target and the stalkers were in, again for no particular reason. More reasons organized stalking can be done is for the same general reasons it's "cousin crime" called Workplace Mobbing, is done (to learn more about workplace mobbing, click here):


      I want to share an illustration that may help you get a feel for the idea that there is no such thing as a legitimate stalking group. I will use the "justification" that is frequently used against targets to secure the cooperation of many unaware individuals in targeting an innocent person: The bogus "investigation."
      None of the surveillance that takes place is legal. In fact all are very illegal, violating the United States Constitution among other laws, such as the Fourth Amendment). One good example of how aware even Electronic Harassment is that the FBI sent out a bulletin to its own agents even warning about the use by criminals of Electronic Harassment Technology (Directed Energy Weapons, one type of Electronic Harassment Technology, according to their bulletin) against citizens.       Getting back to the bogus "investigation" illustration, let's suppose for a moment that somehow, within the laws there is a little "wiggle room" so to speak, for this surveillance to be "legally used" for the purposes of this "legitimate" investigation. Using this example, I want to point out that, logically if there were an investigation, surveillance alone would solve this "investigation."  There would be no need for illegal invasive surveillance, no need for the stalking (here it would just be following), and even electronic harassment would not be needed. Again, surveillance along would solve the so-called "investigation" issue. So to illustrate how surveillance alone would solve the "investigation" (lie), I will compare these so-called "investigations" stalking groups may claim they engage in, against the type of actual criminal investigations police officers may engage in when in pursuit of a suspected criminal:
      1. Police who conduct actual investigations, in stark contrast to these stalking groups, would never let the target know they are under surveillance (how would they get evidence if the target is aware of it?)
        Vs.
        Organized Stalking groups, who make it very clear to the target they are being watched. Because these crimes are intended to be committed in plain view, there are ways and means these criminal groups intend to make themselves known to the target. I will get to that in a second.  Remember now these crimes are illegal, but for illustrative purposes, this scenario will act as if these acts are legal between the lines of the law.
      2. Police officers who conduct surveillance operations of a suspected criminal may have this person followed, may even infiltrate this targeted persons associates and groups in an undercover fashion to obtain information, but do not allow this person to ever discover they are being watched and followed, and never who they are (what is the point of infiltrating if you do?),
        Vs.
        Organized Stalking Criminal Groups  who make it very clear to the target they are following the target, harassing this person with staged events, street theater, and lies. If the purpose of the stalking group is pursuit of justice, what is the purpose of the above?
      3. Police Officers, even with the aid of phone tapping, in-home surveillance, following a suspect, even if police officers would ever obtain the legal use of Electronic Harassment technologies, they would NOT alert the "suspected" individual of their doing this----this gives away the purpose of the aids in technology and exposes the investigation --- something most police do not do. How can you convict or acquit this person of what they were suspected of or conclude the investigation if you let this person know they were being investigated period? And if the use of invasive technology such as those a criminal engaging in Video Voyeurism (audio/video illegal surveillance --- to note quickly, Organized Stalking and Electronic Harassment "opens the door" for additional crimes such as Video Voyeurism and it is important to note that illegal audio/video surveillance technology is publicly available.) would be to EAVESDROP on the target yet never let the target know about the surveillance. (checking in again, remember all of the above is very illegal but for illustrative purposes, let's just suppose it is)
        Vs.
        Organized stalking groups, where it can become plain that those around the target are watching them within their own home using very illegal in-home surveillance as one may if engaging in Video Voyeurism. Private conversations only the target may be aware of may be circulated among a stalking group, for example. Personal business of the target may also be circulated among the group and in as subtle way as possible, such as the way in which a public gossip may let it "slip" to a target that they know of a personal medical condition no one but the target and the target's doctor may be aware of. This sort of scenario is a reality in the harassment known as Street Theater. You will learn what street theater is in a moment.
      4. And finally, with Police Officers, if an actual crime occurred and evidence surfaced such as a confession, writings, etc. police officers would gather evidence through the use of the in-home surveillance, take it to court and to use it to begin the and during the litigation process (again this is illegal, this here is just for illustrative purposes), without ever  alerting the target of their operations. They would like this person prosecuted for the crimes they now have evidence against the suspect of. And the most important part, because evidence surfaced, the investigation **would conclude.** This make sense just as much for when investigations turn up no evidence surfacing as well. The police would conclude their investigation and marked this case closed.
        Vs.
        Organized Criminal Stalking Groups,  in stark contrast to Police Investigations, where so-called "investigations" never conclude, for as long as they can keep this lie going, the "investigation" (lie) would continue for the rest of most Targeted Individuals life. Again, "investigations" are just the lie told to those within the group and even those outside of the stalking group so the "justification" for these crimes can keep the crimes going. When one lie wears thin and the lie can no longer be stated with any credibility (criminals must "maintain" these lies, though overtime individuals begin to see that targets are not the lies these criminal groups purport them to be), a new more exiting lie is created in the failed lie's place.
        Vs.
        With Police investigation, the investigation would conclude and this person would either be acquitted or caught (remembering for these illustrated purpose, we're imagining these illegal acts of stalking and surveillance as legal). Again
        Vs.
        The perpetrators of these crimes, "investigations" never conclude, not even due to lack of evidence. They do not close these investigations and move on to another "suspected criminal" because there is no investigation. Remember, these "investigations" are a lie that is used to gain the cooperation to uninvolved individuals to further their criminal activity. These stalking groups are generally not trusting of people outside of their stalking group, yet they need public approval for their stalking campaigns via a target discrediting themselves.  Short version here, public approval is achieved by the target reacting negatively to the stalking and harassment stimuli (again these acts are purposely designed to look like the "normal breaks of life" so they can be committed in plain view) and cause the target to look irrational or mentally ill, basically to provide a false "justification" and "show" that is actually a genuine, justified reaction to illegal acts but may look like to onlookers as someone overrating to something seemingly ordinary to the untrained eye (those who are unaware of these crimes and what they entail, including what they look like). During this act of "entrapment" where the target cannot prove at least easily that a criminal act is and has just took place but nonetheless looks ill or violent, the perpetrators will talk to any uninvolved witnesses to the outburst and "explain" to them about that person with the fill-in-the-lie to this unaware person. These crooks do prey on unaware public members to get them to join the group, including fabricated facts and lies, though they generally do not trust others. It is in this seemingly unreasonable and seemingly unprovoked outburst that the criminals use to lie to witnesses of the outburst. Entrapment occurs because all the criminals know what is going on and so does the target, but when an outburst occurs over seemingly unprovoked circumstances, (see illustrations below for examples), to the unaware person, that Targeted Individual appeared unstable, and the first impression of the target is set in the mind of this uninvolved unaware person. It is this the perpetrators look for when entrapment occurs, because it is this way they gain more public acceptance of their criminal activity, therefore, even though fueled by lies they themselves spread to this unaware public after entrapment occurs (including the "front" lie of being public benefactors), the NEED Targeted Individuals to discredit themselves so they can commit these crimes more openly and get away with a lot more than if they did having to be more secretive.
      I hope this illustration helped. Here, stalking groups are nothing like the front they purport themselves to be. In reality, organized stalking is predatory in nature, put into place to covertly destroy a target's life with little or no evidence linking these perpetrators to these crimes. In truth, ANYONE can become a targeted individual, including those who commit these crimes (it has been said that becoming Targeted Individuals themselves is among the stiffest penalty for any misconduct within these criminal groups. That is also used to keep member in line and any would-be straying members of the group to think twice about leaving, though some manage to without any visible repercussions that I am aware of, such as those who learn the truth. Because some perpetrators do wind up becoming targets themselves, it depends on the individual dynamics of the group itself as each group does network with other organized stalking groups, yet each has it's own way of doing things it seems).












      5. The Many Crimes Commonly Committed in the Commission of Organized Stalking and Electronic Harassment:

      • Sexual harassment/assault/rape
      • Unlawful surveillance
      • Theft
      • Break-ins
      • Vandalism
      • Harassment
      • Physical Assault and Battery
      • Threats
      • Following/Stalking
      • Character Assassination/Slander
      • Attempted Murder
      • Homicide
      • Electromagnetic Assault/Harassment
      • Cyber-stalking
      • Workplace Mobbing
      • Voyeurism (coupled with illegal surveillance)
      • Phone/Line Tapping (unlawful surveillance)
      One thing to note: one very important characteristic of these crimes is that due to the common fear among these types of criminal groups of exposure (again, these crimes rely on secrecy and a silent public to remain in existence) in general these perpetrators will generally avoid committing some of the crimes listed above unless, in their mindset, they believe they will not leave behind much evidence of its occurrence. Of course there are instances were even despite the criminals intentions to get away with it, there are those who still get caught committing the above in the commission of Organized Stalking and Electronic Harassment. The trend with this seems to be that when these criminals are caught and receive justice, it is usually due to committing crimes int eh commission of organized Stalking and Electronic Harassment, such as being arrested for physically assaulting a Targeted Individual. With that said, you may know that it took some time for victims of single stalkers to have their crimes widely recognized by the public at large. It is reasonable to expect the same progress with victims of multiple stalkers. So it is far more likely the perpetrators of these crimes will receive justice by being charged with crimes committed, again, in the commission of Organized Stalking and Electronic Harassment. It is our intention to change this that they are charged with the related crimes as well as these other very illegal acts that deserve a very specific place within our laws. Though Stalking is very illegal and Electronic Harassment is very illegal, it is our intention to make it increasingly illegal to commit either crimes within the existing stalking laws as well as possibly creating legislation that very specifically addresses these crimes. As of time of writing, Electronic Harassment of the two crimes is very specifically addressed within our laws, though needs more enforcement behind it. We hope to get the crime of Organized Stalking the same recognition Electronic Harassment receives within our law books and a more aware public to assist in its much needed enforcement,

      6. What types of harassment is committed against targets?


      Anyone ever known the adult bully of the neighborhood? How about the person some may come to know as "the revenger?" That old friend you would turn to if you wanted to know how to get back at an individual? The neighborhood "The prank master?" Have you ever known of the old-school justice system known as community mobbing? Does the much downplayed but real events of "witch hunts" come to mind? Have you ever been the victim of scapegoat mentality by one or two individuals? How about a group? All are ways to say we all have known the common adult bully or group that likes to bully. One of the reasons you may also hear Organized Stalking to be known as school-yard bullying for adults, or as a police officer put it "Bullying on Steroids" is that multiple individuals within a community can and may participate in the harassment and stalking of a single individual. However, rather than attack a victim physically, (though it is important to remember that this does occur to targets) other techniques are used much more often to undermine a person psychologically. These type of harassment techniques are used more often because persistent psychological attack is less likely to face legal action due to it being more difficult to prove (such as in many single stalking cases---as you may know, it took a moment for single stalking cases to be taken seriously on this criteria of psychological harassment) than physical assault, for example, may be. Though physical assault is and should be taken seriously with these crimes, psychological assault can be far more damaging than a physical attack because not only is it very hard to prove, but it can be and is extremely traumatizing for the victim, especially committed overtime and the victim does not have many resources to address this to make it cease.
      In the case of Organized Stalking, to quote another website, former organization C-A-T-C-H Canada (Citizens Against Technological and Community Harassment) "What sets community-based harassment apart from the related examples to the right is that the reason it takes place is often obscure to the victim. Without a solid reason for its occurrence, victims are often dismissed as delusional.
      In addition, this form of harassment often leaves the target a victim of ridicule among friends and family because of the subtle nature of the attacks, which further compounds the trauma to the victim. It is emotionally draining and isolating to the victims because it is extremely difficult to prove, and virtually impossible to prosecute."


      The Types of Harassment That Commonly Occur Against Targets:

      1. Staged Events (Also known as harassment skits, street theater, street skits, etc)
      In general, all harassment geared toward a target done in plain view, especially when done publicly, are Staged Events. Staged events are acts of harassment and stalking that are committed by these stalking groups against the target in plain view. Think of Staged Events as ways a person could get revenge or serve "justice" on another person they believed wronged them. Staged events are designed to look like, to quote another Targeted Individual, the "normal breaks of life," like a series of misfortunes so that these crimes can be committed in plain view in front of others. This seems to be deliberate so that the harassment of the individual can occur in plain view with the general public in sight, without raising much suspicion of any sort of harassment or criminal activity occurring by those not involved and do not know (the general public). Sabotage, slander, and character assassination can be used in conjunction with staged events. To give you an example of how others may go out of their way to commit revenge against others while working to avoid legal action taken against them, I offer these links and books for you to see. There is an entire culture on committing acts such as revenge acts and, most importantly to the perpetrators, getting away with it. You may have known a couple of people like this in your own life. Consider the sites below:

      An Illustration of Staged Events as it relates to stalking and harassment:
      A young woman at a college attends a Football after party. One of the football players, the Quarterback, gets too drunk, takes her to a room stating he just wanted to talk and rapes her. She files a complaint to the police and to the college head. Because this is such a "Football" centered-atmosphere within this college, the thought of this QB being prosecuted both scares and maddens some of his teammates. So a slander campaign may occur against her. The staged event? Those who spoke with the QB and were at the party last night new he wore the school colors jersey to the football game there. It has the number #1 on the back, a very specific jersey number. Those who want to support him, around the campus wear this specific jersey around campus. If they recognize this young lady, they are never direct with her but will stand around gossiping about her while wearing this jersey. Some will walk by her and even sneer. Some giggle walking by her but never make eye contact. Some in her English Lit 101 class deliberately take seats next to her and behind her, most of them wearing this jersey, and make random tapping noises around her. Someone may decide to even go so far as to find her car and leave a business card with the number to a rape crisis number inked out on her windshield stating "call them bitch, and I'll..." with "whore" written on the back in printed block letters. Bear in mind that others who do not know about the incident and could innocently wear this jersey. And who doesn't giggle over something funny? A person could look like they are sneering when they are about to sneeze. Someone sitting next to her in her next English lit class may tap their pencil when they are brainstorming their English assignment, etc. The problem with these staged events is that this lady is intimidated now, scared and may develop paranoia because she may not know what is going on or why. As far as she knew, no one accept her lawyers, this QB and the college dean knew about this, yet she is already sensitized deliberate rude behavior that reminds her of the day she was raped, it is deliberate to intimidate her, and to harass her---all while done in plain view. Done overtime, she may become sensitized to anyone else who does these seemingly ordinary acts and if she becomes depressed, it can be used against her in litigation against this QB, one person stating she was mentally ill in the first place and made up the rape. She may take this intimidation and become so frightened by it she may drop the charges against the QB, even if the harassment does not stop (she hopes it will).
      The above illustration was written to give you an idea of how illegal stalking and harassment acts can be committed in plain view around others who may see it as, usually at the most strange, even suspicious activity if not at a minimum, as ordinary occurrences. You may notice that most of these acts border on, if not outright are ridiculous, petty, mean-spirited, pointless, etc. and you may wonder why someone would waste their time doing such acts. All are very ordinary looking acts, and again, this is deliberate. It is important to recognize the difference between the "normal breaks of life" and deliberate Staged Events. Staged Events are a form of Harassment. Imagine if you could harass someone you do not like for any reason but in  such a way you may not face legal action unless you commit something more elaborate (complete vandalism of a persons car rather than a few random key scratches in different places since small cosmetic damage may be harder to prove than a very obvious vandalism such as writing words unto a persons car). Just understand that in general, Staged Events are acts done deliberately for the one being harassed to know and recognize, to give a message to that individual. Some more examples of staged events:
      • People you may or may not know gossiping about information you have not told a soul in a relatively public place, like a neighbors yard near your house. Think of this in the way an individual wants to say something to you but does not want to be direct, such as the clique of coughing while muttering something under your breath to another individual. Though this example is usually done in a joking manner, the process is very similar to how others may use subtle and passive-aggressive means to communicate a message to an individual.
      • An individual going to the grocery store may park their car into a parking lot, and upon returning to their vehicle, find their car is blocked by another car, either by parking incorrectly or even something as petty as acting as if their car broke down and arbitrarily looking for the solution, underneath the hood for example. They may linger here for a moment, knowing they are holding this individual up from leaving the store, and them some time later, find the "solution" to their car problems, apologizing and leaving. Overtime Targets do begin to recognize the perpetrators who may do these petty, mean-spirited acts overtime. It is one way to recognize Staged Events. In ordinary circumstances, such as in the illustration above, an individual, may come to recognize the perpetrator by the frequency of how these revenge-driven, staged events occur.
      • Another example of a Staged Event where the intention is to send a message to the target: An individual may be walking down the street on their way to a bus stop and another person coming towards that individual, someone who wants to give a subtle, non-direct message to the target that they are angry, deliberately steps into the targets path. The target adjusts their stride to avoid impact. Yet the perpetrator adjusts their path to encourage impact. No matter how the target adjusts herself/himself to avoid a collision, the perpetrator without being direct or even looking the target directly in the eye, adjusts their stride to make sure impact does happen. They both bump shoulders and this perpetrator uses this "accidental" bumping into each other as an opportunity to mutter a curse word at at the target. They may even use it, again hiding behind the deliberate act, as an excuse to curse a target for a moment. In ordinary circumstances, this would be a simple, petty revenge act. When it is done repeatedly and by other individuals, either alone or as part of/ within a stalking group, it is a Staged Event designed to give the target a message. From this illustration, you may see that the person who deliberately caused the collision simply wanted a seemingly ordinary excuse to hide behind so they could curse at the individual without raising much suspicion of what they actually intended. It is a way to get revenge constantly without looking at a minimum strange to most people. For some Targeted Individuals, events such as these are used against them most days, for this illustration it can occur especially if your main mode of transportation is walking and transit.
      • Someone is standing outside your window, with a dog with them. It looks as if this person is letting the dog relieve himself/herself and this person is on the phone, speaking to another person about things you have not told a soul. It is in front of your bedroom window, not a high traffic area and you recognize this person and the dog overtime. This is a ground-level bedroom window and your blinds are open.
      • A neighbor that is upset with an individual, may have the incidental knowledge that the target leaves the house early in the morning to work, at 8am for example. The individual who wants revenge may decide to do a seemingly innocent act such as doing "construction" work and yard work on their front and back lawn at times such as 5am in the morning. This is loud noise the target who has to get up in the morning hears. The neighbor may feel a satisfaction knowing they are disturbing the target's sleep doing seemingly ordinary activity. This "construction" and yard work occurs at least a few times a week. It may be changed up to a different type of Staged Event. Noise campaigns is an example of staged events. See below for more information.
      • Staged accidents. In some instances, some perpetrators have attempted to turn targets off of the road, including on the freeway. Cutting a target off in traffic at relatively high speeds, like on a freeway or country road, is one example. This sort of staged event doesn't take place very often as it can leave behind evidence, there may be witnesses for another, and this is only attempted if generally the area is deserted and these perpetrators are absolutely certain it can be gotten away with. Despite this deadly intention, because of risk of exposure exists, many criminals, it is a relatively rare staged event that is used. However it is important to note that it DOES occur.

      We are working on ways both Targeted Individuals as well as the general public can better understand and recognize when harassment skits and community harassment is occurring. This will be added to the Activism: What You Can Do section soon.

      2. Sabotage, Slander, Character Assassination
      Sabotage, in terms of these crimes of Organized Stalking and Electronic Assault, is the deliberate damage of or destruction of property owned by the target, personal usually items of little monetary value, rather than expensive items (this is also deliberate, anything worth a lot of money can easily lead to a perpetrator or even reasonable suspicion that can become on record by a simple police report) of little value, To illustrate, let's say a crime occurred, someone vandalized your car. It looks pretty minor, like little scratches from a key, however this is a brand new car and this is not the first time you've found noticeable scratches on your car. It might be dismissed as normal wear-and-tear by someone who can fix "cosmetic damage" like this, maybe you bumped your car and the zipper of your jacket scratched it. However a few new scratches, all light ones appear on your car each morning. It isn't giant scratches that would obviously look like a person meant to really tear up the paint job. But you recognize a new scratch each day in places you will see them. The following day, a neighbor can be standing in their own driveway, and as you go to your car to leave for the day, he states loudly on the phone about losing his keys but finding then in the car, how he's always wanted to get a fresh paint job on his own car and BTW, did you hear about the damage to "that's guy's car?!" he busts out laughing, kind of in a joking mocking manner.
      Later at a local grocery store you always frequent, a few customers, some you vaguely recognize, are standing by you and begin talking about their car keys, how they are glad they found them and about taking their car into the shop because of little scratches they saw on it. In the parking lot while loading your groceries, one of those same customers is on the phone, stating that she is "glad she parks her car in the garage since she doesn't want some punk vandalizing it." And tells of how she woke up one morning and saw key stretches on her car before she goes to work (this is what happens to you each morning you park your car outside at night).

      Some illustrations of sabotage:


      • A perpetrator may drain the coolant within your car or drain the oil of your car to just above empty, enough to get you through a few trips. Overtime this can damage your car.
      • Harass the patrons of a Target's place of business. The purpose here would be to intimidate customers from coming back. Another would be slandering the target towards customers.
      3. Slander, Character Assassination:
      Organized Stalking is, as stated above, lies built upon lies. Those lies are what provide the "justification" for the crimes to occur. Therefore it is logical that a lie or rumor will continue to be made up to justify a lie. Ugly rumors can be spread about a target, from the petty to dangerous. Targeted Individuals will be subject to many false rumors and lies.


      Some lies that may be spread about a Targeted Individual:

      • Pedophile or molester (both adult and/or child)
      • Sexual predator (rapist)
      • Thief
      • Prostitute
      • Mentally Ill/Mentally Unstable
      • Violent Person
      • Suspected Terrorist
      • Drug Pusher/Drug user
      • Generally, a person of interest


      4. Noise Campaigns
      Noise campaigns are harassment campaigns and also is a sensitization technique. It's purpose is to psychologically unnerve a target, as well as to let the target know that they are being watched (under illegal surveillance.) Noise campaigns are aided by in-home surveillance, whether actual placing of cameras in the home (not common as this can be found more easily than through-wall technology) or the use of through-wall technology (has the same general capabilities of body scanners. To learn more, click here). Noise campaigns are generally noise and not much more. This is done around a target's residence, place of work (if a target also experiences workplace mobbing---and most who are not self-employed do).


      Some illustrations of Noise Campaigns
      1. Loud knocking
      2. Loud walking and stomping
        (if you live in an apartment or any building that has floors)
      3. Car horns going off
      4. Car alarms
      5. Knocking on your front door
        (no one is there when you answer. Old trick, but is used here)
      6. Wrong number calls
      7. Loud "construction" projects
        (that never seem to get completed)
      8. Doors slamming
      9. Deliberate loud noise (more specific to apartments, where if you live in an apartment, someone may have the affinity of being a (deliberate) "butter fingers" most of the day by "accidentally" dropping heavy objects on the floor
      The difference with noise campaigns is that it, too, is chosen so it can be committed in plain view. Just like with Staged Events (and noise campaigns are also staged events in that they are planned and occur around a target at the will of the perpetrators when specific planned circumstances occur), the difference between normal noisy events and these staged noise campaigns is the frequency in which they occur (daily occurrence for most Targeted Individuals) deliberate (would be obvious to the target), and again if you observe over time, the strange circumstances in which these noise campaigns occur, illogical actions and occurrences in the commission of the noise campaign, loudness and pattern of behavior (done under similar if not absolutely same circumstances each time, such as each time a target steps outside, a person shouts or screams, or a car alarm goes off or a door slams each time a target step outside. It is also a sensitization technique as the noise, with repetition of use by the perpetrators timed to a specific activity over time, say door slam each time a target steps outside, the target may develop apprehension before stepping outside. This can work as sensitization in two ways, one whenever the target hears a loud slam, due to being sensitized to a door slam, s/he may jump the next time they hear a slam. Side note: sensitization works though long-term use, like how you train a dog with a shock collar. The perpetrators of these crimes make a loud noise when the target steps outside for example, the target, if they do not know what is occurring, may become again apprehensive whenever they reach for a doorknob to step outside or even into a room. Again this must be done overtime for it to work. It loses its effectiveness once a target is aware that it is deliberate noise campaigns). Also noise campaigns work in that all human beings have noise tolerance limits. There is a difference between calm when a door is closed hard and when a loud slam occurs. It is just that one is louder than the other. So Targets should keep this in mind and never be ashamed of jumping over these noise campaigns. These criminals are human and have the same loud noise tolerance as any other person. They, too, jump when a loud noise occurs.




      5. Electronic Harassment: 
      This is the illegal use of electronic devices to harass, torture, and physically harm an individual or group of individuals. It is illegal on both the Federal level and State level as well as a violation of the Fourth Amendment of the Constitution. Click here to learn more about Electronic Harassment





      7. What Can We Do About It?

      It is my personal opinion that because these crime ultimately rely on secrecy to continue to occur, it is ultimately the public becoming aware of these crimes that will bring them to an end. To learn of what you can do about these crimes, click the following links.
